º Adiciónase el siguiente inciso al numeral dos del artículo 3º del Decreto 20 de 1994: "Para establecer la actualización de las sanciones determinadas en liquidación oficial, los tres (3) años a los que se refiere este numeral se contará a partir de la fecha en que ésta haya quedado en firme vía gubernativa".
