La responsabilidad penal por los delitos a que se refiere la presente ley, se determinará y fijará por las reglas generales establecidas en la Ley Penal; pero en todo caso, serán considerados coma autores del hecho delictuoso los directores del periódico y los autores del escrito, y también los editores, cuando no se trate de una publicación periódica.
