El numeral 70 del artículo 5, del Decreto 284 de 1973, quedará así: 70. Todo documento de transporte de pasajeros, vía marítima o aérea, expedido en Colombia el cinco por ciento (5%) de su valor. Están exentos del pago de este impuesto del pago de este impuesto los tiquetes que se emitan contra otros boletos que se hayan expedido en el exterior, o contra tiquetes expedidos en Colombia que ya hayan pagado este impuesto, cuando la nueva emisión no implique alteración en el precio del transporte. Si por el contrario, el nuevo tiquete tiene un mayor costo, el impuesto de timbre se aplicará al valor en exceso que se liquide.
