La inscripción en el Registro Público de Comercio de que trata el artículo 1º de la Ley 38 de 1932 , reformatorio del 32 de la Ley 28 de 1931 , no causará gravamen alguno a los comerciantes al por menor, cuyo activo bruto sea inferior a tres mil pesos ($ 3.000).
