El gobierno estimulará la fabricación de maquinarias adecuadas a la extracción de la fibra y manufactura del fique y su adquisición para venderlas, en condiciones favorables, a los cultivadores, manufactureros y cooperativas de productores, para lo cual hará los arreglos del caso con la caja de crédito agrario industrial y minero o con el instituto de fomento industrial.
