Artículo primero. Los Directores de Establecimientos carcelarios, de acuerdo con las necesidades del lugar o a solicitud de las organizaciones-sindicales de conductores de vehículos automotores, podrán organizar casas-cárcel dedicadas exclusivamente para la reclusión de conductores que incurran en delitos culposos en el manejo de vehículos automotores.
