Cuando no se pudiere establecer la identidad del contraventor o cuando éste hubiere abandonado los elementos y medios de transporte utilizados, la autoridad competente ordenará el decomiso definitivo de los mismos, los cuales pasarán a ordenes del Consejo Nacional de Estupefacientes para los fines previstos en el artículo 47 de la presente Ley.
