Art. 1.° Autorízase al Poder Ejecutivo para que contrate con algunas personas o compañías el derecho de establecer barcas o cualquier a otra clase de embarcaciones en los pasos de los rios que bañen el territorio de mas de un Estado, a fin de que en todo tiempo se verifique con seguridad i facilidad el pasaje de los espresados rios en las vias públicas.
