º . Operación del Juego de Apuestas Permanentes o Chance. El Juego de Apuestas Permanentes o Chance, de conformidad con lo previsto, en el artículo 22 de la Ley 643 de 2001, sólo podrá operarse a través de terceros seleccionados mediante licitación pública. Incluso en los eventos en que se declare desierta la licitación, cuando no se presente oferta alguna o ninguna oferta se ajuste al pliego de condiciones o en, general, cuando falte voluntad de participación, la entidad administradora del juego deberá seleccionar al contratista mediante licitación pública.
