° La autorización de que trata el artículo l.° de esta Ley, tendrá efecto en cuanto el producto de las rentas y contribuciones nacionales de la presente vigencia económica, sea insuficiente para pagar el dinero los gastos a que la presente Ley se refiere.

Parágrafo

Si con el producto de las rentas y contribuciones de la actual vigencia se cubrieren en dinero parte de los gastos aludidos, la emisión de documentos se hará por lo que falte hasta completar la cuantía autorizada.
