Artículo transitorio 2 º Mientras comienza a funcionar la Oficina de Control de Circulación y Residencia, autorízase al Gobernador del Departamento Archipiélago de San Andrés, Providencia y Santa Catalina para llevar el registro de las personas que ingresen al Departamento. Estas personas sólo tendrán derecho a la tarjeta de residente si cumplen los requisitos establecidos en el artículo 2o. de este Decreto.
