La Compañía de Fomento Cinematográfico, Focine, se abstendrá de reconocer y pagar los estímulos de que tratan los artículos 9º y 11 del presente capítulo a las salas de exhibición cinematográfica que no se encuentren a paz y salvo por concepto del pago de la totalidad del gravamen del dieciséis por ciento (16%) establecido por el artículo 15 de la Ley 55 de 1985.
