Sólo podrán adherir al presente Convenio los Países Miembros del Acuerdo de Cartagena. Los Estados que se adhieran al Acuerdo de Cartagena deberán hacerlo al presente Convenio. La Asamblea determinará el aporte de capital del Estado adherente.
