Son funciones del Despacho de la Presidencia las previstas en el Decreto-ley 3155 de 1968, en la Ley 18 de 1988, en la Ley 30 de 1992, en el Estatuto Orgánico del Sistema Financiero contenido en el Decreto-ley 663 de 1993, en la Ley 1002 del 30 de diciembre de 2005, en las leyes que expresamente se refieran al Icetex, en los estatutos y en el Régimen Especial de Inspección y Vigilancia que expida el Gobierno Nacional acorde con su naturaleza de Entidad financiera de carácter especial.
