Decláranse libres de derechos de importación todos los materiales que se introduzcan en Europa ó de los Estados Unidos de América, para la construcción de acueductos destinados á proveer de agua potable las poblaciones de la República, siempre que dichos acueductos no sean empresas industriales de particulares.
