Art. 1.° Se admiten á la circulacion por los correos nacionales del servicio interior las cartas sin franquear é insuficientemente franqueadas como tambien los impresos no periódicos, papeles de negocios y las muestras de mercancías sin valor comercial franqueados parcialmente. A las tres últimas clases de objetos á saber: Impresos no periódicos, papeles de negocios y muestras de mercancías, no se les dará curso, cuando se introduzcan en las oficinas del Ramo sin estampilla alguna.
