El empréstito o lo empréstitos que contraten los Gobernadores de Boyacá y Santander, conforme al artículo anterior, se harán en condiciones tales que computado el interés de los bonos y el precio de venta de ellos, la erogación total por este motivo para las entidades prestatarias no exceda de la rata de diez por ciento (10 por 100) anual.
