º Todo cultivador de tabaco está obligado a desarrollar su plantación, haciendo constar el nombre del cultivador, número aproximado de matas, área que ocupe el cultivo y sitio donde éste se hace. Este denuncio se hará ante el Alcalde y el Recaudador de Hacienda Nacional del respectivo Municipio, quienes están obligados á llevar un registro de todos los denuncios. El Recaudador expedirá una patente al cultivador, de la cual debe conservarse en su Oficina un duplicado en talón firmado por el interesado.
