Para alcanzar esos grandes e importantes objetos se detallarán en el presente Titulo las principales reglas generales que deben tenerse presentasen el ramo administrativo, a fin de obtener la buena marcha de la cosa pública.

Estas reglas se observarán en cuanto no pugnen con disposiciones especiales de ésta u otras leyes.
