La reserva a que se refiere el artículo 15 de la Ley 5º de 1930, se entenderá hecha en los terrenos baldíos cedidos por la Nación a los Departamentos y, Municipios.
La reserva de que trata el artículo 15 de la Ley de 1930 se hará constar en los respectivos decretos por los cuales se adopte la ruta para una nueva vía pública.
