Compete a la ley hacer la demarcación de Distritos Electorales para la elección de Representantes, y a las Asambleas Departamentales hacer la demarcación de Distritos Electorales para la elección de Diputados, si el sistema electoral que se adopte exige la formación de Distritos Electorales. En tal caso ninguno de éstos podrá elegir menos de tres Representantes o Diputados.
