Mientras empieza a funcionar la Junta General de Aduanas, el Director General podrá, con aprobación del Poder Ejecutivo, crear los cargos que sean necesarios para poner a funcionar la nueva organización que establece la Ley 79. Asimismo, podrá el Director General, con aprobación del Poder Ejecutivo, y mientras se instala la Junta General, fijar las asignaciones de los empleados que se creen.
