Una vez perfeccionado el contrato que en virtud de la Ley 72 de 1915 se celebre entre el Gobierno Nacional y la Compañía del Ferrocarril de Puerto Wilches (The Great Northen Central Railway of Colombia Ltd.), procederá el Gobierno a continuar la construcción de dicho ferrocarril hasta Bucaramanga, destinando a ese objeto el cinco por ciento (5 por 100) del producto de las Aduanas del Atlántico, de que trata la Ley 92 de 1914 , en cuanto tal cinco por ciento quede disponible, atendidas las obligaciones que lo afecten.
