Los contratos o permisos sobre exploraciones y explotaciones de petróleos y los referentes a explotación de metales preciosos en los lechos de los ríos navegables, deberán someterse a la formalidad de la revisión por el Consejo de Estado. Igualmente estarán sujetos al mismo requisito los demás contratos, concesiones o permisos, celebrados o concedidos por el Gobierno cuando la ley así lo disponga.
