En caso de que no se incluyan en el Presupuesto Nacional las partidas necesarias a que se refiere el articulo anterior, el Gobierno Nacional queda facultado para hacer los traslados presupuestales o para abrir los créditos indispensables, a fin de dar cumplimiento a la presente Ley. Las partidas a que se refiere el artículo 2o. podrá n ser incluidas en el Presupuesto Nacional en una o varias vigencias.
