Art. 14. A medida de que se consigan los fondos mencionados en el artículo 11 o en el 13, en su caso, se depositarán en uno de los Bancos establecidos en la ciudad de Bogotá, con el cual establecimiento se celebrarán los arreglos convenientes para la administracion: dichos fondos, no podrán destinarse a otros objetos, ni por el Gobierno nacional, ni por el de los Estados.
