Para el cumplimiento de la presente Ley, el Gobierno Nacional podrá contratar empréstitos internos o externos, abrir créditos o hacer los traslados necesarios en los Presupuestos de las próximas vigencias.

Parágrafo

Los contratos o convenios que el Gobierno celebre en desarrollo de este artículo, requerirán además, la aprobación de la Junta Interparlamentaria de Empréstitos.
