Artículo segundo. Los subsidios concedidos con posterioridad al 31 de octubre de 4974 en virtud del artículo 1º de la Ley 14 de 1964, tendrán efecto mientras subsistan las condiciones económicas que hacen acreedor a este beneficio y sólo se perderán por las circunstancias establecidas en el artículo anterior.
