Extiéndese la autorización conferida al Poder Ejecutivo por la Ley 42 de 1909 á rebajar hasta la tercera parte de la pena corporal que, por razón de delitos cometidos antes del 11 de Noviembre del presente año, centenario de la Independencia de Cartagena, estén sufriendo en los establecimientos de castigo los presos que haya observado y observen buena conducta y que no hubieren obtenido la gracia otorgada por la mencionada Ley 42 y sus reformatorias de 1910.
