Cuando resultare que en alguna Aduana se ha estado cobrando sobre alguna o algunas mercancías un impuesto que no les corresponda según la Tarifa, y en consecuencia dispusiere el Gobierno el restablecimiento del impuesto legal, este se cobrara de acuerdo con los términos establecidos por la Ley 24 de 1898 , que sustituye el artículo 205 de la Constitución sin que haya lugar a reintegros en contra o en favor del Tesoro.
