Art. 2.º En homenaje á la memoria de tan distinguido ciudadano, se dispone que su retrato al óleo, costeado con fondos de la Nación, sea colocado en el salón del Palacio de Gobierno en esta capital, y también en el Despacho del Gobernador del Departamento del Magdalena.

Uno y otro retratos llevaran al pie la siguiente inscripción:

"El Consejo Nacional Legislativo do la Republica unitaria de Colombia tributa esto justo homenaje á la memoria del benemérito y malogrado General Joaquín Riascos, muerto en San Juan de Cesar el 8 de Agosto de 1875 defendiendo los fueros de la República - Ley 96 do 25 do Enero de 1887.)"
