La Policía Nacional desarrollará un sistema nacional integral de participación ciudadana, institucional y descentralizada, con el objeto de fortalecer las relaciones entre el ciudadano y la Institución, estableciendo mecanismos efectivos que permitan que se expresen y sean atendidos distintos intereses sectoriales y regionales atinentes al servicio de Policía y a la seguridad ciudadana.
