Articulo 19. Luego que se hubieren corregido todas las faltas' cometidas, la Junta Municipal, en asocio de los Inspectores, formará la lista de todos los habitantes del Municipio, por fracciones, partidos ó veredas, en que se halle dividido éste. En estas listas se anotarán con algún signo particular los individuos mayores de 21 años, así como también se señalarán con otro signo particular los individuos mayores de veintiún años que supieren leer y escribir.
