Prohíbese tramitar o legalizar actos administrativos u obligaciones que afecten el presupuesto de gastos cuando no reúnan los requisitos legales, pretermitan el conducto regular o se configuren como hechos cumplidos. Los ordenadores de gastos responderán disciplinaria, fiscal y penalmente por lo establecido en esta norma.
