º Las sumas de que trata le presente Ley serán incluidas en los Presupuestos respectivos; pero si estos no llegan a expedirse, o si por cualquiera razón no se apropian las partidas del caso, el Gobierno efectuará los traslados, o abrirá los créditos, o realizara las operaciones financieras que fuere menester para dar cumplimiento a la presente Ley.
