Si los Gobernadores de Antioquia y Cauca o alguno de ellos, resolvieren fundar un Lazareto para aislar los leprosos que existen en esos Departamentos, el Gobierno auxiliará la construcción del Establecimiento en la medida de los recursos votados por la Ley 55 de 1896, ya citada, y en proporción a la importancia de las obras que se emprendan.
