La participación en los procesos de selección para la provisión de empleos de Carrera de la Registraduría Nacional del Estado Civil, será para todas las personas que demuestren poseer los requisitos exigidos por los reglamentos que rijan cada concurso según su naturaleza, y que puedan ser legalmente nombradas para los empleos de que se trate.
