Corresponde exclusivamente al Ministerio de Guerra la facultad de conceder permiso a aeronaves extranjeras para hacer vuelos sobre el territorio de la Republica o sobre las aguas territoriales, cuando no se trate de aeronaves de transportes comerciales que hayan obtenido el permiso de que trata el artículo anterior.
