La discusión principia al abrirla el Presidente, quien, pondrá en consideración todas las proposiciones admisibles. Ninguna de las personas de que trata el artículo anterior podrá hacer uso de la palabra por un término mayor, de quince (15) minutos consecutivos. No obstante el Presidente puede ampliar este término hasta por diez (10) minutos más.
