Para dar cumplimiento a los artículos anteriores, el Gobierno tomará las sumas necesarias de los fondos provenientes de la utilidad que por concepto de la importación de azúcar han correspondido o correspondan a la Nación, y queda autorizado, con el mismo fin, para arbitrar recursos, abrir, dentro del Presupuesto, los créditos adicionales y hacer los traslados a que haya lugar.
