Repealed

Es prohibido á las Asambleas Departamentales:

º Dirigir excitaciones á corporaciones y funcionarios públicos, sin perjuicio de la atribución contenida en el artículo 23, numeral 29;

º Intervenir por medio de ordenanzas ó resoluciones en asuntos que no sean de su incumbencia;

º Dar voto de aplauso ó de censura respecto de actos oficiales;

º Decretar á favor de alguna persona ó entidad gracias ó pensiones salvo lo dispuesto en el artículo precedente, y

º Imponer gravámenes sobre objetos o industrias gravadas por la ley.
