Para el pago de las apropiaciones a que se refiere esta ley se presentaran Al gobierno nacional las formalidades exigidas en la ley 71 de 1946 . Parágrafo. La inversión de esta contribución estará sujeta a las normas Sobre control previo y vigilancia de la contraloría general de la Republica.
