Artículo segundo. Derógase en todas sus partes el Decreto número 1634 bis de 1944. De consiguiente, no se necesitará previa licencia del Gobierno para las comunicaciones telefónicas a larga distancia entre particulares; no habrá en adelante censura de la correspondencia privada ni censura previa de la prensa.
