- Determinación de la demanda . Modificase el artículo 17 de la Ley 336 de 1.996, el cual quedará así: " Artículo 17 . En el transporte de pasajeros, cuando el servicio esté operando de manera regulada, será la autoridad competente la que determine las medidas conducentes a satisfacer las necesidades de movilización. Para estos efectos se basará en el estudio de demanda que presenten los interesados en prestar el servicio".
