Autorízase al Gobierno para celebrar operaciones de crédito interno o externo, en moneda nacional, hasta por la suma de 200 millones de pesos, o para emitir bonos nacionales de deuda pública interna que se llamarán "Bonos de Desarrollo Económico", hasta por la misma suma destinada a la financiación de planes de fomento económico y mejoramiento social.
