empleadores que tengan a su servicio diez (10) o más trabajadores permanentes deben elaborar un reglamento especial de higiene y seguridad, a más tardar dentro de los tres (3) meses siguientes a la iniciación de labores, si se trata de un nuevo establecimiento.
