Artículo noveno. La entrega de estas sumas su manejo e inversión, y las cuentas que los responsables deban rendir a. la Contraloría General de la República, se efectuarán de conformidad con las disposiciones administrativas y fiscales vigentes, y las que dicte especialmente dicha Contraloría en desarrollo del presente Decreto, y los fondos correspondientes se girarán, de acuerdo con el avance de las .obras respectivas.
