Aumentase el impuesto sobre consumo de gasolina a dos centavos por cada botella e setenta y cinco centilitros. Desde el 1º de diciembre de 1931 exímese de pagar el impuesto de pasajes de que tratan las Leyes 106 de 1927 y 89 de 1928 a los empresarios y dueños de automóviles, buses y camiones y demás vehículos movidos por gasolina.
