Las contravenciones a cualquiera de las disposiciones de los Decretos 685 de 1934 y 1858 de 1938 y a las del presente, se castigarán como desobediencias a las órdenes del Gobierno, en la forma prescrita en el ordinal 16 del artículo 68 del Código Político y Municipal, por el Departamento de Asistencia Social, mediante resoluciones motivadas, sometidas a la aprobación o improbación del señor Ministro de Trabajo, Higiene y Previsión Social.
