Durante la vigencia del 2020 el porcentaje a que hace referencia el numeral 4 del artículo 38-1 de la Ley 397 de 1997 será del veinte por ciento (20%). Una vez cubierto lo anterior, los departamentos y municipios podrán destinar los saldos disponibles a 31 de diciembre de 2019, para financiar los demás conceptos a que hacen referencia los numerales 1, 2, 3 y 5 de este artículo.
